Default 89 RRC hard start first time then starts fine

My 89 RRC-cold/first time starting problem-
Takes many cranks and a few coughs almost starts, dies after about 2 minutes of cranking finally starts and runs at correct idle.

If you drive it for 10 minutes , shut it off and try to start it again it fires right up and idles fine.

Also seems to bog up hills, lacks power uphill..if you really step on it you hear a popping sound

Fuel pump issue? Fuel regulator issue? fuel temperature sensor issue? Electrical issue?

    1. replaced fuel filter no change to symptons...

    Thoughts?

Mine has been doing much the same thing. Suspecting either the stepper motor or a bad temp sensor (there are three)
