Default NADA 2.6L Engine Timing Help Needed

1967 Series 2A 109 NADA 2.6L Engine in final stages of rebuild in machine shop-they have limited experience with Rover engines but all that was available locally. The shop is having trouble with lining up the harmonic balancer timing marks to the timing pointer. They followed the instructions to rebuild the engine in the 2.6 cylinder overhaul manual and physically located the camshaft chain wheel as directed and they mechanically have components timed and turning by hand with the engine #1 piston at TDC with the crankshaft key pointing straight up to 12 oclock. With the balancer mounted with key at 12 oclcok and piston 1 at TDC timing markers (TDC, 2 and 6) are no where near the pointer. To describe the locations-with the balancer mounted on the key at the 12 oclock, the timing marks are located at the 2 oclock position and the timing pointer is at the 10 oclock position where there is no mark. On the rear side of the balancer edge nearby the timing pointer is the E P marking but it is not on the timing pointer either. Machine shop is wondering if the inner pulley may have shifted from the balancer or if they did something incorrect in the install.

I f my description leaves something out-please ask. I am not an engine mechanic and have attempted to describe what was shown to me.
Any help is appreciated! If the machine shop can speak to someone who knows what we are doing wrong even better.

    Thanks

    Ed

They have the balancer on backwards. The pulley should be on the engine block side of the balancer not the radiator side like they're used to seeing on 99% of "normal" engines.

Compare the balancer/pulley orientation this image in the parts catalogue...

...to this photo of the forward surface of a 2.6 balancer/pulley. Note the "TDC" markings on the FRONT side of the pulley, where it can be seen (what's the point of having the Exhaust Peak (E.P.) markings on the BACKside of the pulley, facing the block where it can't be seen??). The timing marks are just barely visible on the circurference adjacent to the "TDC" marking in the following photo. Note the position of these marks in relation to the keyway.

Mark-looks like that is the problem! We have been misinterpreting the drawing as dimenionally the balancer ERC4182 looks like the pulley goes to the outside next to the starter dog as it is narrower in the front and wider on the engine side-man did we muck that up!!!

Thanks for helping us solve the riddle!!! The timing marks now line up and the E P is to the fron and readable.
