Would someone help me identify what this control does / did?

It's dash mounted left of the steering column on my '66.

It has some electronics on a board tucked under the dash, couldn't get a picture of those.

Some wires look like they used to go to the turn signal on the steering column? The other wires have been cut as you can see in the photo and the other ends of the cut wires end on the other side of the firewall - they don't go anywhere so I can't trace them.

A home made "hazard lights" kit perhaps...

Not stock... known by some as a S.P.O.T. or Stupid Previous Owner Trick

The small v-shaped expando panel is reminiscent of late 60's-early 70's GMC truck dash panels. Not stock, but quite period.

Until you mentioned the electronics under the dash I thought that it could be a switch for extra lights with a little reminder light to remind the driver that he has something on.

Speaking of hazard lights-is there a kit for this? If there is any vehicle that needs hazards, a IIa would be it.

my rover had something nearly identical in it when i got it, i think it was a hazard flasher because it had a flasher unit attached to the backside, i removed it because it wasn't hooked up to anything anyway
