Water pump

So with the belt off,I feel resistance on the water pump while trying to spin it with my hand.Should this be spinning freely or is this normal?

You should feel just a slight bit of resistance from the cartridge bearing & seal inside, not a whole lot. The seal inside will give you a little bit of 'stiction' when you first try to turn it - again, not much at all.
