When the valve is fully opened there is an arc of several degrees (a flat spot) where your dial indicator won't move. The idea is to find two points on either side of that arc with the same reading on the dial indicator and then split the difference, so that your timing is based on the middle point of that flat spot (where the valve is fully open).
