V8 top hat liners replacement and liner failure

I have had different people who I regard as educated rover techs tell me that liners "can" or "can't" be replaced.

I live in Maine and was wondering if anyone new of a shop near my neck of the woods who can retrofit a relatively sound block with the top hat liners? I mean if the block is pulled and stripped down, I'm guessing a skilled rover machine shop could perform the same modification that these aftermarket shops do to install the top hat liners.
