a/c compressor cycleing too much on '92 rrc

system has been checked with a/c machine. it has correct pressure and onces of r134a refrigerant. but air is cool but compressor cycles to often to cool airflow down enough to cool down cabin. now could it be a relay? or temp sensor switch or?
