Importing a defender turbo diesel in California.

I am thinking to import a defender turbo diesel year 1988 from France to California.
i was told this morning I have to spend $15,000.00 to meet the Californian regulations.
Has somebody gone through this process and could share some info?

CA sucks. As of a year or 2 ago people have had a very hard time registering rovers in CA. It used to be if they where diesel they where exempt. Alot of guys are registering them out of state
