Need to know on my 1991 RRC..Tore a rear mudflap off and need to know how the fasteners are removed? Also, are they reusable or do you need to order new fasteners when replacing the mf .

The best strategy is just to buy 4 grade 8 bolts..and replace them when you put the new flap on, you just have to drill out those old rivet things...unfortunately, there's no "good" way to get them out.

Did all 91 RRC's come with front and rear mudflaps or were they an option?

The rear mudflaps were standard...I believe the front flaps weren't...they were aftermarket, and perhaps an option later on.
