Wobble in the front left wheel

I am in the midst of a brake swap during which I replaced the hub bearings inner, outer and races. When adjusting for float I discovered a wobble in the left hand front wheel. It may have been there before disassembly but I don't recall.
It's way too much play for a race that is not seated well. The play is all aft of the swivel bolts. Any ideas what it is? Railco bushing, swivel u-joint? Any help would be great.

    Thanks

One possibilty in an improperery seated inner hub oil seal, really crank the first hub nut down and then back of to be sure. If you have isolated it to inside of the hub, then it is likely loose swivel pin preload. Remove the 2 nuts on top of the swivel and remove one of the shims, measure them first with a calipers and take off the thinnest one. Even removeing a .005 shim can make a difference.
