Can someone please tell me what this switch is supposed to do.

That is the switch for the interior (dome) light.

based on my brief experience, it make the dome light flicker

Usually, the upper right switch is the instrument lighting. The one you highlighted is, as stated, the dome light. The wiring runs up through the middle of the windshield and inside the headlining.

ha - turn it back and forth and you may actually get non-flickering light. That's what I did to scrape off the corrosion from the contact...
