Help with ac blower on Disco II

I have 99 LR Disco II. The ac/heater fan has stopped working. I have replaced the blower motor and the 2 relays under the dash. You can feel the ac and heat working as long as the vents are open and the rover is moving. I am at witts end and would appreciate any help. Thanks in advance!!!
