Length of flange bolts on timing cover

I discovered that the two lower flange bolts (the ones slightly left of middle) on my timing chain cover are broken off about one inch inside the casing. Before I start drilling them out I'd like to know how long they are so I don't over drill, can anybody help me here? Truck is an '72 S3.

    Thanks

Edit: after talking with my "mentors" at the plant here they suspect that these are for "jacking bolts" to pull off the cover. There was no mention of this in the Green Bible, does anyone know if there are two sites for jacking bolts on the timing cover? Edit again: Please ignore this post...I had myself VERY confused and almost did somethig REALLY stupid!
