burning up tail lamps

a friend with a 97 disco has had a couple sets of tail lamps burn up. she said the lamp socket looked burned so she replaced it and it is still burning lamps.
it sounds like over voltage to me or a bad relay.

any ideas or similar experiences?

Does the Discovery have a trailer wiring harness installed? Sometimes, as they age, they cause similar issues.
