I am adding chains to my tailgate to protect it from the trailer hitch. The chains fit loosely over the pigtails and can come off. Are the pigtails meant to be squeezed together to prevent the chain from coming off?

Nevermind. Pigtails stay open so you can remove the tailgate.

I have never had one come loose on its own volition. A hint for the chains - I cut a piece of bicycle inner tube to cover the chains so that the rattle isn't heard above the quietness in the cabin. I cut a piece out of the bottom of the loop in my PU so water can drain.

lol, that was my first thought.
You could use a locking carabiner or a quick link with the chain crimped onto that. Then just open the carabiner or quick link to unfasten chain. Look around where they've got chains at the local hardware and you should be able to find something along those lines.
