I have a 64 IIA with rust starting to appear on the bottom of the Breakfast where the radiator support mounts are and also right under the windscreen support mounts on the outside driver side of the bulkhead. Anyone have experience at stopping the advance or repairing holes? Don't know yet whether it is rusted through in either spot (I suspect it is near the radiator mount). Is the best option to take it to a welder and have it patched?

Well, you can certainly remove all the rust and have new metal welded in. Unfortunately, that costs $$ to have it done right, and it will just rust again if you don't seal everything up after the repair.
Other Options:
1) Try to stop the rust and maintain what you have. Remove as much loose rust as you can. Then use something like Eastwood Rust Converter or SEM Rust Mort to stabilize the rust. Then apply a topcoat (or Eastwood Rust Encapsulator, then a top coat). If you want, you can use a body filler (or better yet, epoxy) before the topcoat to smooth everything out.

2) Make a permanent low-cost repair. Use a sandblaster to get rid of ALL the rust, leaving as much of the original metal as possible. Use a good epoxy like PC-7 to make the repair. If needed, cut & fit pieces of steel for support from the back side & bed them in with epoxy. Then seal everything up with a top coat (or Eastwood Rust Encapsulator, then a top coat). People will argue making a repair like this, but if executed properly it will outlast the vehicle.
