Just was in the process of rebuilding my old Lucas 45d to convert it to an optical trigger. I was inspecting the contact plate ( where your points and condenser mount) and I noticed that the screw that held the points had actually been locking the bottom plate in place. That effectively kept the vacuum advance from doing anything since that bottom plate must be free to rotate when the vacuum pot arm moves. Now I don't know when or how this happened but it is caused by the screw for the contact points being a touch too long. There is very little space between these two plates. The bottom line, make sure that when you replace your points you have the proper combination of screw and washers and check that the bottom plate can move freely. If it doesn't, you have no advance.
