3.9L cold start too rich: water temp sensor?

    RRC people:
i have been solving a bunch of problems since having my head gaskets replaced by a LR specialist. they claim the throttle linkage is bent, but ran fine when i brought it in for head gaskets...

1). the engine rev's like crazy (up to 2500 - 3000) on a cold start-up, and if it stalls, it will not restart because of excessive fuel, even in mild (summer) weather.

when i use my block heater, it will start fine, and re-starts w/o trouble when warm. could the water-temp sensor to ECU been "cooked" when the engine overheated and blew a head gasket? a new part is only $35 but i hate blindly installing parts...

2). engine rev's up to 3000 or more before shifting to 3rd; downshifting is a little slow as well. could this be adjustment of the kick-down cable? trans fluid level is fine....again, trans operated fine before work was done.

i think the garage just threw everything back together and said "get it out of here.." thanks for any advice and happy holidays...
