Its a holder for a Windscreen washer bottle . Used a lot on old British cars such as MG & Mini. I wonder if the LR had a hardtop at sometime & was fitted with a rear wiper / washer . This is a similar one https://www.ebay.com/itm/22396460215...QAAOSw9GhYjSHW
The picture is optional rear washer on a Classic range Rover and has a similar bracket Attachment 13752
came stock on newer series 3, i still got mine in a box somewhere.
