Default fuel problem, high idle. Revised with pics

What components can cause my 91 rover to idle at high RPMs?

I think I have found the problem. Facing the motor on the left side fuel rail in the back where the fuel comes in is a vacuum vavlve(I think). There is a vacuum hose coming out of the valve that is not connected to anything. Would someone please tell me where it goes? Thanks for the help.

This looks like the vacuum operated fuel pressure regulator. It should be connected to the back of the air plenum just below the IAC or at least it is on my D90. You might also try cleaning the IAC by unscrewing it and using carburetor cleaner to clean it. Hope this helps.
