Default Parking brake handle won't stay down

I've got an '89 RR with a parking brake handle that won't stay down. Engaging the brake (pulling it up) does seem to set the brake, although it doesn't seem to be holding as well as it should -- but I'm not sure if that's just another unrelated issue.

If I try and disengage it gently it usually just pops back to the "first click" position. If I push it down all the way, it springs up to the second or third click.

I've only has this particular truck a week and didn't notice this going on when I first picked up the truck. The only thing that has changed since then is that I had new exhaust run from the cats back.

Any ideas? Your help is greatly appreciated!
