on my 1995 RRC, I fixed the same problem with a new relay. The relay was located on the right side of the passenger footwell. Apparently water gets in here and can mess up the relay. There are a few relays in the spot, behind a plastic cover. Since you just cleaned grounds, can you tell me where the one on the driver's side of the engine runs to? Ijust put in a new engine and the starter is not even clicking. The braided ground I suspect bolts to the bottom of the engine (I think) and runs towards the PS pump. Do not remember where it went to from there or even if it bolted to the engine just above the oil pan?

I know this is old, but I'm having the same problem and was wondering if you or anyone here knows which one is the relay that I need to check. I removed the cover and found 6 or 7 relays. My A/C was working perfectly and all the sudden it stopped working. Thanks!
