93 lwb. What actuates the fuel door flap lock? Is there a switch somewhere?

There is an electrical actuator (same as used in the doors) mounted above the fuel door. A steel rod drops through the loop on the door. the actuator is accessible from inside below the side window, a rectangular coverplate. Might have to move the CD changer and/or bottle jack out of the way.

I understand...but what is supposed to actuate that solenoid? The key? How? When you unlock the doors, the fuel door is supposed to unlock too?
Or is there a button somewhere I am not aware of?
