Not "D"90s, but up to and including 1987 90s etc. are legal.

The ones I have been selling generally are running about $13-17k depending on engine and what not.

Yes. Right hand drive is allowed/legal. Ex Military requires a few extra documents on the UK side for export. I have been bringing in trucks from Withams without issues and the owners have had no issues with registration. The primary issue with these trucks is that one of the document requiremnts for import here is a copy of the foreign registration which direct release ex-mod trucks don't have.
