Firing up has changed. My disco II became sluggish cranking. Determined fuel system not holding pressure as it should. Replaced fuel pump and still sluggish in firing up. Next?

Is the starter up to par? Does the engine spin as it should? What is the voltage at the battery: before, during and running?
