Shackles on back of seat bulkhead

I noticed my `70 IIA has several small shackles attached to the back of the seat bulkhead. They look original. Do others have these? What do people use them for?

When LR put in early static 3 point seat belts in, the shoulder belt end attached to those shackles. Yes they are factory and the belt system left a lot to be desired compared to the later inertia style belt. I scrapped those and just use a lap belt.
