Driver's side IIA wing modifications when converting to power brakes

I'm adding power brakes to my IIA and therefore I need to modify the fender to allow for the booster and MC. I have a junky series III fender which I used as a template to modify my IIA fender. However, it appears that the bracket on the underside of the top of the fender is in a different position on a series III fender, as it is further forward. When I cut my IIA fender, I had to cut into this bracket. I have to fabricate a new bracket.

My question is how is the best way to attach this bracket? TIG weld it? Will this likely distort the topside of the fender? The one on the passenger side is fairly toasted and I would like to remove and replace this as well.

Countersunk hammer rivets are the easiest and least obvious method for attachment
