have new rubber, have turn signal disassembled

how do I separate the two circular parts that sandwich the old rubber?

Don't. Carefully remove the old rubber by any means you have, up to and including burning it out with a propane torch (don't do that inside with the spousal unit in the area). Here's Ike's instruction page:
