    May not be for the crank handle. Here are 2 pics. One with the crank handle in place and the other with it removed. I didn't see any hole or rivet where you've got one. The bolts in the pics are where the rusty rivets were in yours.



    Course this is off my Series IIA.

        My SIII has that rivet as well, not in th exact spot, but close. I doubt it ever held anything as there is no evidence of scarring or discoloration. And who would bother to re-rivet? My starting handle is located under the LH rear seat.

            I've got two Series III tubs in the yard and they both have that same rivet to the left of the bolts holding the spare mount...... neither has anything else attached to the bulkhead by that rivet ....
