All of the small screws are out along the back of the parcel shelf, as well as the screws along the lower edge of the dash, so what is stillholding it onto the bulkhead? It moves around but feels like there is a clip or something along the center section.

I think there are a couple of bolts under the parcel tray/duct cover.
They bolt into some threaded inserts in the bulkhead.
