What is and where does this part go?

So the truck is almost all put back together and this is left over. Not normally galvanized - but I must have decided it was in need of a zinc coating when I took it off the car. Now if only I could figure out where it goes back on...

Looks like the plate that the rod for your yellow knob goes through - attaches to the transmission cover.

Don't forget the little piece of flared tubing that goes in from the top side for the spring to seat itself into. (without it I suspect the spring wouldn't have enough tension)
