They are officially "test plugs" wired directly to the battery. You can find, however, utility lights that are made to plug into them, sold I think by Craddock now and again.
Last time this was asked I believe Ike said it was for your Ipod. I think it was decided it is for the work light that originally came in the tool roll?

I've often wondered if you can find those small fans - such as the ones on your school bus when you were a kid - to hook up to those plugs. I think I've seen them on people's Rovers but think they were hotwired behind the dash.
In my rover, the PO took out the plugs and installed a cigarette lighter.
The Series two-pole dash plug came from RN I think, and the wires were attached to a cheapo 12v lighter socket I got a NAPA. The cheapo socket was subsequently hard-wired in and has been worked well for many years.
