I have fiddled and fiddled with this problem. I have replace the steering wheel switch, all the vacuum lines, the "bellows" and even the pump and still it is intermittent.
Any ideas?

I had this problem a few years ago and re-soldering the circuit board solved the it. The Cruise Control box is located in the right hand side footwell, IIRC it is manufactured by Hella and has a sticker on it that says Hella. I removed the box, pulled the circuit board out and re-soldered all the connections.
Yes, the assumption is 'dry' or 'cold' solder joints.
I had trouble shot my system down to the control box, I did a search for Hella Cruise Control on the net and came across a post on cold solder, IIRC it was on a Saab forum.

Today I removed the Hella Cruise Control unit and carefully touched each solder joint (those not covered in a solder mask) with a hot soldering iron. I re-installed the board in its case and re-installed the Cruise Control in the vehicle and ..... (drum roll please).. the Cruise Controll now works! .
