Rear tray rust issues

Also noticed a significant amount of rust underneath the carpet on the rear tray area, behind the rear seats. I could look down and see the shocks! I recall in the past seeing an article in one of the rover mags how to replace, or instructions for a welder, the entire piece. Does that part still exist? If so where can I get one and if not what are the rest of you doing to fix the issue?
